ENTSO-E launches a public consultation on the Network Code on Emergency and Restoration. All interested parties are invited to submit their comments by 8 December 2014.

The Network Code on Emergency and Restoration (NC ER) deals with the procedures and remedial actions to be applied when a power system is in a state of emergency, blackout or restoration. It includes dispositions related to system defence, system restoration and
re-synchronisation preparatory plans, as well as information exchange, operational procedures, and ad-hoc analysis of the incidents.

The NC ER is therefore a key element in the completion of the EU Internal Energy Market, as it tackles concrete measures to be taken to secure the continuity of power supply across Europe in a crisis situation.

Online Public Consultation

The draft NC ER and the supporting document are available on ENTSO-E's website. The supporting document explains the rationale behind the decisions taken in the draft NC ER and how the latter fulfils the requirements of the framework guideline issued by the Agency for the Coordination of Energy Regulators (ACER).

The consultation period begins today, 13 October, and will end on 8 December 2014. All comments are to be submitted via the ENTSO-E consultation platform and will be published when the consultation closes.

ENTSO-E will review each comment and use this input to further develop the draft NC ER. ENTSO-Es assessment of all comments, as well as the final Network Code submitted to ACER, will also be made available.

Public Stakeholder Workshop

In order to gain additional feedback and provide further information, ENTSO-E will hold a public stakeholder workshop on the draft NC ER. During the workshop, stakeholders will have the opportunity to participate to the various thematic roundtables that will be organised. This way ENTSO-E is hoping to foster greater interaction and give stakeholders as many opportunities as possible to receive detailed information and give precise input on all the aspects of the code.

The workshop will take place on 12 November 2014 from 12:00 to 17:30, at the ENTSO-Es premises, 100 Avenue de Cortenbergh, 1000 Brussels.
