For the purpose of better knowing of interested parties (stakeholders) and also up-to-date information on the nine network codes, that are curently developing, ENTSO-E has created dedicated website:
The website provides general information on the electricity sector in Europe, information on individual nine network codes (why they are required and their role in achieving single internal electricity market, FAQs, the last final versions of network codes, supporting documents etc.). The website will be updated regularly on new information related to network codes.
ENTSO-E launches the web-based public consultation on the Operational Security Network Code (OS NC) today, 3 September 2012, and invites interested parties to submit comments by 3 November 2012. As part of this consultation period, ENTSO-E will hold a public stakeholder workshop on 19 September in Brussels to provide information about, and receive feedback on the draft network code.
As part of the web-based public consultation, ENTSO-E issues a draft of the network code and supporting paper outlining the high-level approach in developing this network code and giving a response to feedback received at the workshops with the DSOs TEG and stakeholders on 20 April and 2 July 2012. Material for which is available on ENTSO-E’s website.
This web-based public consultation is open for a two month period where stakeholders have the opportunity to provide comments and feedback. All comments on the draft Operational Security Network Code must be submitted via the ENTSO-E web consultation interface . Comments not submitted via this channel will not be considered as formal comments in this consultation. Further information on the procedure to submit comments can be accessed here.
All comments will be published when the web-based consultation has ended. ENTSO-E will review each comment and use them to form decisions about how to, where appropriate, improve and further develop the draft network code. ENTSO-E will present and discuss the preliminary assessment of comments at the public workshop . ENTSO-E’s assessment of all comments, as well as the final network code submitted to ACER, will be published by March 2013.
The draft code published as part of this consultation has evolved since ENTSO-E received the EC mandate in February 2012 to draft this code and to submit the final code to ACER.
The OS NC is being developed by ENTSO-E in accordance with the processes established through Regulation (EC) 714/2009 and follows ACER’s Framework Guidelines on Electricity System Operation.
Consultation Workshops
As part of this consultation period, ENTSO-E will hold a third public stakeholder workshop on the OS NC on 19 September 2012 at ENTSO-E’s premises at Avenue Cortenbergh 100, Brussels 1000, Belgium.
The agenda for the public stakeholder workshop is already available. Participants are welcome to register for the workshop by indicating their full names, contact details and organization to Ms Pilar Munoz-Elena (Pilar.Munoz-Elena(at)entsoe.eu) by 14 September 2012.
The aim of the workshop is to present the draft OS NC for the formal public consultation after updates are made to the network code based on stakeholder feedback received in all workshops.
The workshop will provide stakeholders with the opportunity to discuss their views on the code and for a Q&A session.

ENTSO-E launches the public consultation on the Network Code for Requirements for Grid Connection applicable to all Generators today, 24 January 2012 for a period of eight weeks until 20 March 2012. During this consultation ENTSO-E will hold a public workshop on 15 February 2012 in Brussels to both inform on and receive feedback on the draft network code.

The ‘Network Code for Requirements for Grid Connection applicable to all Generators’ is one of the network codes under development by ENTSO-E, mandated by the EC in line with Regulation (EC) 714/2009.
Public workshop on 15 February 2012
ENTSO-E will hold a corresponding public workshop as part of the formal consultation. The aim of the workshop is to provide an overview of the steps taken in the development process of this code, as well as to outline the motivation behind the technical approach taken in developing this code. This workshop will also provide stakeholders with the opportunity to provide feedback on the development process and the status of the draft network code. The final agenda is available.

A set of Frequently Asked Questions ‘FAQs’ providing an in-depth technical justification on the main aspects of this draft network code and an explanatory note ‘Motivation and Approach’ providing a high-level, non-technical argumentation for the main choices made in the development of this network code, are also available in order to provide further background information.
ENTSO-E previously published a working draft document of this code on 2 November 2011. Based on this draft ENTSO-E initiated several formal bilateral stakeholder meetings and hosted two regional workshops to communicate on the status and content of this code. Member TSOs also actively engaged with stakeholders in national user groups or workshops. The draft network code has been revised based on the outcome of these discussions.

ENTSO-E launches the web based public consultation on the Demand Connection Code (DCC) today, 27 June 2012, and invites interested parties to submit comments by 12 September 2012.
As part of this consultation period, ENTSO-E will hold a public stakeholder workshop on 9 August in Brussels to provide information about, and receive feedback on, the draft network code.

ENTSO-E launches a public consultation on the Network Code on Emergency and Restoration. All interested parties are invited to submit their comments by 8 December 2014.
The Network Code on Emergency and Restoration (NC ER) deals with the procedures and remedial actions to be applied when a power system is in a state of emergency, blackout or restoration. It includes dispositions related to system defence, system restoration and
re-synchronisation preparatory plans, as well as information exchange, operational procedures, and ad-hoc analysis of the incidents.
The NC ER is therefore a key element in the completion of the EU Internal Energy Market, as it tackles concrete measures to be taken to secure the continuity of power supply across Europe in a crisis situation.
Online Public Consultation
The draft NC ER and the supporting document are available on ENTSO-E’s website. The supporting document explains the rationale behind the decisions taken in the draft NC ER and how the latter fulfils the requirements of the framework guideline issued by the Agency for the Coordination of Energy Regulators (ACER).
The consultation period begins today, 13 October, and will end on 8 December 2014. All comments are to be submitted via the ENTSO-E consultation platform and will be published when the consultation closes.
ENTSO-E will review each comment and use this input to further develop the draft NC ER. ENTSO-E’s assessment of all comments, as well as the final Network Code submitted to ACER, will also be made available.
Public Stakeholder Workshop
In order to gain additional feedback and provide further information, ENTSO-E will hold a public stakeholder workshop on the draft NC ER. During the workshop, stakeholders will have the opportunity to participate to the various thematic roundtables that will be organised. This way ENTSO-E is hoping to foster greater interaction and give stakeholders as many opportunities as possible to receive detailed information and give precise input on all the aspects of the code.
The workshop will take place on 12 November 2014 from 12:00 to 17:30, at the ENTSO-E’s premises, 100 Avenue de Cortenbergh, 1000 Brussels.

ENTSO-E launches a public consultation on two specific topics of the Network Code on Emergency and Restoration (NC ER): market interactions and the automatic low Frequency control scheme. All interested parties are invited to submit their comments by 14 January 2015.
Over the past few months, ENTSO-E has sought the views of its stakeholders on the draft network code on Emergency and Restoration (NC ER), taking their valuable feedback into account: as a result, chapter 4 on market interactions has been redrafted, as well as article 13 concerning the automatic low Frequency control scheme – which has been completed based on an internal study on Low Frequency Demand Disconnection.
To provide information and additional input on these sections, ENTSO-E will run a public online consultation from 15 December 2014 to 14 January 2015.
On these specific topics of the NC ER, a public stakeholder workshop will also be held on 8 January 2015.

The adoption of the Regulation on Capacity Allocation and Congestion Management (CACM) by Member States in Comitology today, 5 December 2014, represents a significant milestone in the European effort to deliver the internal energy market (IEM), and a prerequisite for achieving European long term decarbonisation objectives. It is the first text to be adopted as part of the Electricity Network Codes programme, which will provide Europe with the largest and most competitive electricity market in the world.
The adoption of CACM, which was drafted by ENTSO-E according to an ACER Framework Guideline, is the result of more than three years of collaborative work involving hundreds of European experts from all industry sectors, regulators, transmission system operators (TSOs), ENTSO-E, Member States and the European Commission. ENTSO-E expresses its thanks and congratulations to all those who dedicated time to this ambitious task. The large majority support received in favour of adoption is encouraging for the smooth and successful implementation process.
CACM will now go through scrutiny from the European Parliament and Council. ENTSO-E hopes this phase will lead to the definitive adoption of the text in its current form in early 2015.
The adoption of CACM is a significant achievement, but it is only a beginning. TSOs and other stakeholders already started early implementation projects of CACM. The adoption of the regulation will clearly boost those efforts in creating well-functioning pan-European intra-day and day-ahead markets. The task ahead is not an easy one, and will once again require massive involvement and dedicated work from TSOs and all parties of Europe’s electricity sector.
ENTSO-E now looks forward to other network codes being discussed and adopted in Comitology over the next year, in the fields of network connection, system operations and markets, and to further cooperation with the European Commission, Member States, regulators and stakeholders in the coming months.
AboutCACM
CACM will help achieve a fully integrated electricity market for Europe by setting out the rules that will introduce a single approach to cross-border electricity trading in Europe. The guideline sets out rules for capacity allocation – allocating the available cross-border capacity on the electricity transmission infrastructure in day-ahead and intraday timescales, and outlines the way in which capacity will be calculated across the different zones. ENTSO-E has published Implementation Guidelines for two of the network codes; the Network Code on Requirements for Generators (RfG) and Demand Connection Code (DCC).
Both implementation guidelines represent supporting documents, to already published supporting documents, by highlighting the impact on specific technologies, the link with local network characteristics, as well the need for coordination between network operators and grid users.
