ENTSO-E launches public consultation on the Capacity Allocation and Congestion Management Network Code

Brussels, 2012-03-23

ENTSO-E launches the web based public consultation on the Network Code for Capacity Allocation and Congestion Management (CACM) today, 23 March 2012, and invites interested parties to submit comments before the 23 May 2012. ENTSO-E also announces a public workshop on 7th May 2012 in Brussels to provide information about, and receive feedback on, the draft network code.

As part of the web based public consultation, ENTSO-E issues a draft of the network code accompanied by a document explaining the rationale for decisions, providing answers to Frequently Asked Questions and outlining how the draft network code fulfills the requirements of the framework guideline developed by the Agency for the Coordination of Energy Regulators (ACER). Stakeholders have two months to provide comments and feedback. All comments must be submitted via the ENTSO-E web consultation interface. Comments not submitted via this channel will not be considered as formal comments in this consultation. Further information on the procedure to submit comments can be accessed here.

All comments will be published when the public consultation has ended. ENTSO-E will review each comment and use them to inform decisions about how to, where appropriate, refine and develop the draft network code. ENTSO-E’s assessment of all comments, as well as the final code submitted to ACER, will be published by the end of September 2012.

The Capacity Allocation and Congestion Management Network Code is being developed by ENTSO-E in accordance with the processes established in line with Regulation (EC) 714/2009.

Public workshop on 7 May 2012

ENTSO-E invites stakeholders to register to attend a public workshop at the ENTSO-E ground floor premises in Brussels as part of the formal consultation. The workshop will provide an opportunity to hear the views of various organizations which will be impacted by the network code and will provide an opportunity to raise questions and clarifications. The invitation letter includes a draft agenda for the workshop. The final agenda will be published on the ENTSO-E website in advance of the workshop. To participate in this workshop, please register no later than 30 April 2012 via email to Ms Ana Pravica (Ana.Pravica(at)entsoe.eu), by indicating your full name, contact details and the organization you represent. We note that places are limited.

If you would like to discuss the CACM network code and the process for this public consultation, please contact Mark Copley (Mark.Copley(at)entsoe.eu).
